ENSINO MÉDIO NO BRASIL: DETERMINAÇÕES HISTÓRICAS

Resumo

Historicamente, o Ensino Médio no Brasil se caracteriza pela dualidade estrutural, que estabelece políticas educacionais diferenciadas para as camadas sociais distintas, definidas pela divisão social do trabalho. As reformas educacionais para o Ensino Médio (propedêutico e profissional), realizadas na última década, não conseguiram avançar no sentido de eliminar essa dualidade através da escola unitária que propicie formação geral e uma habilitação profissional. Neste estudo - com a intenção de compreender as últimas reformas para o Ensino Médio realizadas sob as demandas da reestruturação produtiva - busca-se na História da Educação analisar os elementos determinantes no estabelecimento das políticas educacionais para este nível de ensino, ao longo do século XX. Dessa forma, pode-se observar que a dualidade estrutural, que mantém duas redes diferenciadas de ensino ao longo da história da educação brasileira tem suas raízes na forma como a sociedade se organiza, que expressa as relações contraditórias entre capital e trabalho nas políticas educacionais para o Ensino Médio. A tentativa de superação da divisão social no ensino médio, através de uma nova concepção de organização escolar, revela-se uma reorganização apenas superficial, que não oferece condições para um real unitariedade do ensino e superação das desigualdades socioeconômicas e educacionais.


Historically, High School education in Brazil is characterized by a structural duality that establishes differentiated educational policies for distinct social classes, which are defined by the social division of work. The educational reforms envisaged for High School education (propaedeutic and professionalizing) in the last decade have not succeeded in eliminating this duality by means of a unitary school that would allow for a general formation as well as for a professional qualification. This study aims at understanding the latest reforms of the High School system carried out under the demands of a productive reorganization. With the support of the discipline History of Education the determinative elements in the establishment of the educational policies for this level of education throughout the 20th Century are also analyzed. As a result, it is possible to say that the structural duality that has maintained two differentiated sets throughout the history of Brazilian education has its roots in the form by which society organizes itself, which expresses the contradictory relationship between capital and labor in the educational policies for High School education. The attempt to overcome the social division in High School Education, by means of a new concept of school organization, manifests itself as a mere superficial reorganization that does not allow for a real unitary education and the overcoming of social, economical and educational inequalities.
